#0, lime putty too wet?

I'm fairly new to fresco, and recently made my first batch of lime putty using Cheney's hydrated lime. It's supposed to be the high Calcium version of lime. I let it sit for about a month and then made some intonaco with it. It seemed awfully sloppy and wet, not creamy like I remember from class. I was scooping it out from as low into the bucket as my trowel would go, so it's not like I was just skimming off the top. Could anyone tell me what I did wrong? Did I not add enough lime to the water when I first made the lime putty?
